Someone look at Page 13 of Issue 56. THAT’S the moment when the cloaked figure (Tails) shows up. If anyone else sees this comment, then I have a request for them. Someone please make an origin comic on deviantART to fully explain the process of how Tails transformed into the cloaked figure in the blue hooded cape, who Sally referred to as a Phantom. The writers of the original comic NEVER explained that themselves!

Then answer me this unknown thing about Issue 56 that the original writers wouldn’t reveal themselves: Just HOW did Tails come back as a Phantom?! It makes NO SENSE!

The short answer is, he’s the Chosen One, and Athair and the Ancients Walkers can do all sorts of things. They probably just told him how to initiate his Turbo Tails transformation, and gave him the Rings he needed for it.

Well, thanks for your help. But, that only answers HALF of my question. The Rings I understand, but… It was NEVER revealed in Issue 56 about HOW Tails returned as a Phantom, disguised in the blue hooded cape BEFORE he went Turbo. How DID Tails even aquire his Phantom form, anyway?

STILL about Main Series Issue 56: No, I mean, like, he had the blue hooded cape on as soon as he came back in his disguised form, and he STILL had the Rings on his arms, moments BEFORE he went Turbo Tails. This leads me to wonder if the Ancient Walkers gave Tails his Turbo form before he ACTUALLY went Turbo. But, the disguise he had as the cloaked figure… Yep. He was INDEED a Phantom when he came back. And he NEVER got to showcase the rest of his powers in his Phantom form before he went Turbo. Here’s to hoping that anyone can either make a fan comic, animation, or fanfiction just to see EXACTLY how Tails aquired his 50 Power Rings and the gateway to his Turbo Tails form, being disguised in the blue hooded cape, calling himself The Phantom.
